Adopted 2030 General Plan and Certified Environmental Impact Report
Welcome to the City of South Lake Tahoe's General Plan website.The General Plan is the City's policy document that guides land use, transportation, infrastructure, community design, environmental, and other decisions in coordination with the Tahoe Regional Planning Agency's (TRPA) Regional Plan.
On May 17, 2011, the City of South Lake Tahoe City Council adopted the 2030 General Plan and certified the associated Environmental Impact Report (EIR). The 2030 General Plan provides the foundation for how the community will plan, manage, and implement change over the next 20 years.
The development of the 2030 General Plan began in 2005 based on the foundation of the City's Smart Growth Principles. In 2008, the City Council adopted a Sustainability Plan, which outlined a vision and policies to make South Lake Tahoe a leader in sustainability. These projects created the philosophical and public policy framework for many of the concepts, strategies, and policies presented in 2030 General Plan. In addition, the City conducted an extensive public outreach process that engaged residents, businesses, stakeholders, and decision-makers. Most importantly, the 2030 General Plan was designed to meet the needs of the present community without compromising the needs of future generations.
The 2030 General Plan consists of two documents: Policy Document and Background Report. Associated with the 2030 General Plan are Final and Draft Environmental Impact Reports (EIR) consistent with California Environmental Quality Act (CEQA) requirements. Adopted 2030 General Plan Policy Document
The Policy Document is the essence of the General Plan. It contains the goals and policies that will guide future decisions within the city. It also identifies a full set of implementation programs that will ensure the goals and policies in the General Plan are carried out.

Adopted 2030 General Plan Background Report
The Background Report takes a “snapshot” of South Lake Tahoe’s current (2008) conditions and trends. It provides a detailed description of a wide range of topics within the Planning Area, such as demographic and economic conditions, land use, public facilities, and environmental resources. The report provides decision-makers, the public, and local agencies with context for making policy decisions. Unlike the Policy Document, the Background Report is objective and policy-neutral. The Background Report also serves as the “Environmental Setting” section in the Environmental Impact Report (EIR) prepared for the General Plan.

Certified Final Environmental Impact Report
The Final Environmental Impact Report (FEIR) was prepared in accordance with the California Environmental Quality Act (CEQA) and the State CEQA Guidelines (Section 15132). The City of South Lake Tahoe is the lead agency for the environmental review of the 2030 General Plan and has the principal responsibility for approving the project. This FEIR assesses the expected environmental impacts resulting from approval and implementation of the proposed project, as well as responds to comments received on the Draft EIR (DEIR).

Certified Draft Environmental Impact Report
The Draft Environmental Impact Report (DEIR) provides the public, decision-makers, and responsible/trustee agencies with information about the potentially significant environmental impacts associated with implementation of the 2030 General Plan. The report identifies alternatives and mitigation measures to the plan that could reduce or avoid any adverse environmental impacts. Under CEQA, the City of South Lake Tahoe has a duty to consider and minimize environmental impacts of the 2030 General Plan, where feasible, and an obligation to balance a variety of public objectives, including economic, environmental, and social considerations.
